Unfortunately, there is no surgical method either.
The only surgical treatment used are cutting a ligament that anchors it to bone (make more part of it available) and fat injections.
One makes it unstable and other can make it lumpy.

I don't know, I've read some of the jelqing sites that were mentioned in that thread in BTS and it sounds like alot of people have minimal to decent increases by doing it. I've never tried it nor do I care to, but I'm not willing to discount the possiblility that it might work.

Natural penis enlargement does work, I can't remember the exact science but the dick is one of the easiest parts of the body to make grow, cos that is its job, to get bigger (hardon).

The dick is not a muscle, it's this organ that is full of these kinda pocket things (sorry I'm not explaining this very well), when you get turned on these pockets fill with blood and your dick grows (there is also blood in it when its soft but not as much) your dick size is pretty much dependent on how much blood is in these pockets (thats why when its cold the blood goes away from it and it shrinks and when its hot the blood goes to it and it gets bigger).
