Not unless you burn it to Video CD format. *MOST* DVD players of the past few years also play Video CD's. You can download software, trial Share Ware, to burn video cd's but most that I have come across seems to be coming from Asia etc , never worked well etc. If you are really serious about doing this, you might want to just pay the money for a well known package that supports the burning of Video CD's such as Roxio, Nero, etc.
Just in case you're wondering , Video CD was a format that was very popular in Asia but had limited exposure and release here in the states, for a few reasons. Video CD's are standard CD's, but the compression method is MPEG-1 (dvd compression & small dish satellite services are using MPEG-2). MPEG-1 is 1st generation and therefore does not have nearly the high picture quality of MPEG-2 but Video CD/MPEG-1 is certainly VHS quality.
Video CD hit the U.S. to some extent thanks to Philips. In the early 90's they had a GAME machine called CD-I / Compact Disc Interactive, which also played movies (the Video CD) format. There are a few hundred titles of major Hollywood movies available on Video CD to date. The other big draw back that prevented Video CD from really taking off was that most any full feature Hollywood movie has to come on 2 discs.
If you're just archiving clips downloaded from the internet, transferring tape to pc to CD, standard cd's and MPEG-1 burned to Video CD will be fine and once in Video CD format, most DVD players today will indeed play your cd.
