i really dont think steroids are the answer here. i understand you dont have the option to go to the gym which is fine, you could always look into buying a multi gym or something for home, they are usually pretty cheap second hand. as for diet you need to find something you can stick to, the best written diet is useless if the person can not stick to it and sustain it. i suggest googling IIFYM as i feel this is the most sustainable diet. just make sure that atleast 70% of your calories are coming whole "clean" foods and youll be fine.
