what I mean by that is, how long does it take after lets say eating icecream for it to start being stored as fat in your body?

or as long as you dont exceed your caloric needs it doesnt matter?

also what would be a good time to train/run after consuming lets say a bawl of icecream? hour later? next morning?

Yeah if you're going for the ghandi look...

If looks are your goal than do whatever, But if good health and a lean body are important that this works very well.

What is the Zone's premise?

Well there is lots of info at the link I posted but in a nutshell you eat the proper amount of protein based on your body fat percentage and from that you can determine the proper amounts of carbs and fats.

The ratio is 40/30/30 meaning that your total diet is balanced and consists of 40% Protein 30% carbs and 30% fats. The whole idea is to control the hormones in your body (Eicosanoids).

When you eat a diet high in carbs for example the carbs are very quickly converted into glucose and your blood sugar spikes. Your body reacts to this spike by pouring insulin into your blood which causes the glucose to be stored as fat. (You gain fat weight instead of lean body mass). If you eat the proper balance of foods your blood sugar level stays more level and you don't store the fat. The term "The Zone" simply describes a range where you look and feel good and your body is healthy. It get much more involved than this but you will need to get the first book written by Dr. Barry Sears "Enter the Zone"
and learn the details.

It boils down to eating a wide range of foods so you are not limited like most diets but you eat the correct proportions.

This is not so much a weight loss plan as a healthy way of life.
