Underdeveloped or ambiguously developed genitalia is a condition called intersex and occurs once in roughly every 10 k births. more in areas where there is a lot of pollution with hormone disruptive substances. Most of it comes down to the testosterone level of the phoetus during the (not sure) second trimester of pregnancy. I have never read studies about supplementing a male phoetus with T in this time span. Maybe you could create a very well-endowed baby, but it could be risky.

Penis size is not really correlated to anything people say it is.
