She needs so little a dose that it's silly to think about injections. Get the gel, that will do fine and then she can see if it has androgenic side effects that she can't handle. When she puts it on her inner thigh and she grows a hair there she'll know she has to stop. Or she'll grow facial hair that she won't think is so cool.
