Epedra Question (legal?)

Anyone have hard evidence whether ephedra (xenadrine, etc) bought before the 2004 ban went into effect just for personal use was banned or just the retail sale was banned by the FDA action.

What I have found on the web indicates it was just the sale, but wanted to be sure.

Banned to sell as of April 12th, 2004. It is NOT a controlled substance and it is legal to possess and use. I hope this clarifies your question.
