I would think at 9+/- it's hard to drop bodyfat at a steady rate due to the already low-bodyfat level. I would suggest, unless you have a show coming up, looking into trying the anabolic diet for 2-4 weeks and seeing how it works for you. It has worked for many people and if you do it correctly it should work for you. However, it might not that is why I say give it a shot, worst comes to worst it doesn't work for you individually.

No shows for me, so I'll give it a month or so.

Should I restrict my calories on the "off" days, or just go nuts? (I already know the answer, but am asking anyway).

Another question: on the two non-keto days, should I go for any particular type of carb (high/low GI, fructose/glucose, etc), or would anything be fair game?

On the off days I would not go over weightx18. On the non-keto days I would suggest you try the foods you like and see how it works out, if it doesn't run well with you we can always change it.

For example, if you were to do a variation of the CKD - anabolic diet, you could eat the steak , eggs , cheese M-F and on Sat and Sunday have the cookies, ice cream, cake and pizza. Hehehe. I do this to cut, but my carb up only lasts from 5pm Fri. to bedtime Sat.

As for bulking. My ratio's change and so do my cals.
Ideally, most days are supposed to be about 40/40/20, at about 3800 cals. My weight just went up though so cals need to increase also.
(Last several days were 34/45/21....oops.....damn carbs..lol)
On weekends, or at least one day a week, cals drop to about 2000-2100. No work out on this day(s) of course.

I was 170-175lbs in July. As of this morning I weigh 198. I gain fairly easily though. Waist was 32" .....now about 34" or so.

That's not bad at all. You gained about 18lbs. and only went up 2inches in the waist, nice.
