I get black circles and bags under the eyes from insufficient, fragmented or excessive sleep. So sleep is the major factor for me. More often than not, people don't get enough sleep. There are many factors which can negatively affect sleep, for example: stressful events in life, hypogonadism in males with reduced melatonin secretion, chemotherapy drugs, inhibition of nitric oxide, drugs which interfere or suppress melatonin, etc.
I have made myself get a very clear sparkling face with the elimination of circles by: going swimming, then the sauna and a steam room and cycling this. Swimming in the pool for several minutes, alternating with several sessions in the sauna and steam room (5-minute sessions), then going swimming again and repeating, with the total time lasting 1-3 hours. There is indeed something special about doing those (improving circulation and removing toxins)! The cold water also improves circulation.
Hemorrhoid creams work to get rid of puffiness and works by vasoconstriction (I have heard that it is even used by models for this purpose). With aging there is also the weakening of musculature, accumulation of fat which cause eye bags. Hence there are surgical methods that address those (like Blepharoplasty), when it gets bad enough. Taking nutrients that are conducive to dampening the aging process and supportive of healthy skin function as well as tone and overall great skin, like: Vitamins A, C, E, F; EFAs, zinc, phosphorus, etc. And excercise which decreases overall bodyfat (hence also around the eyes).
Water is also important for great skin: "Changes in the structural proteins and hydration during aging is responsible for altered skin morphologic and mechanical properties manifested as wrinkling, sagging, loss of elasticity, or apparent dryness." (Water and protein structure in photoaged and chronically aged skin. J Invest Dermatol. 1998 Dec;111(6):1129-33. Gniadecka M, Nielsen OF, Wessel S, Heidenheim M, Christensen DH, Wulf HC).
Also, and I haven't tried this, but I believe theoretically it could work, Witch Hazel (which has the herb Hamamelis) act as vasoconstrictor if you are interested in a more herbal approach.
