I'm in a dorm and it is extremely difficult to have a clean diet with a meal plan. Assuming you are a freshman, you are most likely stuck with a 1500 dollar meal plan, which would be absolutely stupid to not use what you paid for. That being said, if you are trying to cut it will be rather difficult but for bulking it won't be completely terrible. My campus offers some 'healthy' options, which I still consider unhealthy, however, they are somewhat low calorie which is something I do try and avoid. I'm trying to bulk at about 3500-3800 cals..so I just eat like a horse.
I make a carton of egg beaters in the morning with a cup of oats and a glass of skim milk..
If you have a microwave, you can buy frozen grilled chicken breast strips (although not as good as fresh chicken) and heat those up with some brown rice or oats in a microwave.
Good luck man, it is tough. I am just bulking during school..doing a small cut for winter break, then back to a longer bulk, then cut during summer..should work out decently until I can get a perfectly feasible workout/eating regime
