There is no such thing as cutting man. That's one thing people come here always being confused with. You don't get 'cut' or 'ripped' or 'jacked' by simply using different numbers of reps. Rather, you must shed the fat off your body, covering your muscles.
Of course, if you have no muscle there to show, then it won't really look too good. You'll just look anorexic.
Higher reps (i.e., 7+) target slow-twitch muscle fibers, whereas lower reps (i.e., 6 or less) target fast-twitch muscle fibers. Both fibers are responsible for muscle size and strength. The fast-twitch are what really add size to your form though. Train both and get optimal strength and size gains. You may want to look into Needsize's 5x5 Routine. Do a search.
