The card is always left if the package is Certified, Registered, Or EMS and there is no one to sigh for it. Total Normal Procedure(I am only speaking of international, because that's all I know, but once it's here it still goes through domestic travel). Watch your time from departure until clearing entry, Customs should not have it for more than 5 days...give them 1-2 to receive it too, but no more than that. Most of the time a controlled delivery wont be made on a personal use order. It's too costly. That's doesn't mean it hasn't and wont happen, just that it's unlikely. Once your tracking info shows it's left customs, you should be good. It may be more expensive but always use Express Mail/EMS because...

If there is probable cause to believe the contents of a First-Class Mail letter, parcel or an Express Mail piece violate federal law, Postal Inspectors can obtain a search warrant to open the mailpiece. Other classes of do not contain private correspondence, and therefore may be opened without a warrant."
Basically saying that getting a warrant isn't impossible, but opening your express package without one is.
Also if your not expecting a letter, the letter option should not be checked in the "mail type" section on the form.
Mine was checked parcel. The "certified mail" item was also checked and not "registered" even though it was registered mail, but the check was an "R". It first I suspected he just made a mistake, then I figured once it reaches it's last out going delivery point, it falls under the same requirement for certified and the "R" denoted that the parcel was registered. I think suppliers are doing this because they are requesting delivery confirmation. Most will reship with a copy of seizure notice. That's called honest business. I'm sure they have gotten a few shopped/fake seizure notices, because some people on this end, are not so honest.
