China Man Busted along with Thai source

If the crime was not committed on US soil, any other country would not handover its own citizen to US.
But if someone smuggles illegal drugs to USA, it is violation of US law. Person can be indicted in USA, and extradited to USA from overseas. But only if there is an extradition treaty.
European union countries and Mexico do not extradite anyone charged with murder to USA unless death penalty is taken off the table. They have abolished death penalty.

first off, extradition for the 'crime' of exporting medicines is impossible!

i believe extradition must be justified by a violent crimes, or serious fraud.
 
That really sucks, I was just getting ready to order from him, j/k. That does suck, why waste all that time and money on traveling around the world. There are things in this country they need to fix first.

yeah, lets not forget Ttokkyo either. DEA went way outside the US for that bust.

I can't believe this, I remember Spartak Todorov from years ago. Not that I have dealt with him personally, but he was pretty well known. s73 ring a bell?

Smuggling is a violation of US law. There are also international accords signed between UN nations in regard to drug trafficing that is independent of extradiction treaties between nations. China and Thailand are both signatories to the UN convention on transnational organized crime. This allows for greater cooperation when dealing with organized crime, which entails three or more persons engaged in a continuing activity punishable by four or more years inprisonment.

"The United Nations Convention against Transnational Organized Crime was adopted by the General Assembly at its Millennium meeting in November 2000. It will be opened for signature at a high-level conference in Palermo, Italy, in December 2000. It is the first legally binding UN instrument in the field of crime. It must be signed and ratified by 40 countries before it comes into force.

States party to the Convention would be required to establish in their domestic laws four criminal offences:

participation in an organized criminal group;
money laundering;
corruption; and
obstruction of justice.
The new instrument spells out how countries can improve cooperation on such matters as extradition, mutual legal assistance, transfer of proceedings and joint investigations. It contains provisions for victim and witness protection and shielding legal markets from infiltration by organized criminal groups. Parties to the treaty would also provide technical assistance to developing countries to help them take the necessary measures and upgrade their capacities for dealing with organized crime. "
