AM cardio on an empty stomach means you'll start burning off stored bodyfat and PM (or after food cardio) means you'll be hitting what ever calories you've just consumed.

Let me just add as someone that hates to get up earlier than necessary - AM is just so much better. Once you get your ass out there and your moving around you just really start to feel good, your blood starts pumping and by the time you hit the shower you'll get a rush.
Even just 20 minutes, hi/lo intensity will do you good
Shadow is right on in regards to insulin levels in the morning, which is something that is really good to take advantage of. If you can get the cardio done in the morning, common sense even says it's more optimal than any other time of day due to working off of old stored reserves from hours of fasting. Although there are others that will argue that it really doesn't matter either way.
