Bringing up my lower legs

My upper body is pretty jacked and strong, and so are my upper legs. My quads and hamstrings have always been pretty good too, but my lower legs definitely lag. I was wondering if you think that calf work needs to be changed. I'm currently working my calves twice a week. I do five sets on each leg and I do between 12 and 20 repetitions. What would you change?
