Are aromatase inhibitors and estrogen blockers the same?

They are very different things. AI's will disable the enzyme before it aromatizes (prevent aromatization) while estrogen blockers like nolva still allow for aromatization but attach to the estrogen receptor so the estrogen cannot. Both are great tools for different uses.
