Why is it that beautiful Women with small breasts still insist on wearing a bra?

I think it's because (fat) women with larger boobs try to make them feel bad by saying that they're less of a woman and ALL men prefer big boobs. A very condescending attitude. If you listen to why most women get boob jobs, there will usually be a sentiment that refects this.

Take a large ripe red apple, cut it in half, and stick em to your chest. That's about the right size. Firmness counts and should be the only reason to get bolt-ons.

however if a woman doesn't ever wear a bra...well, refer to any national geographic magazine and you'll see the result, whether the boobies are big or small...

bras don't make boobs any bigger either. trust me!
