A few questions on adding size

A brief intro I am new to bodybuilding/weightlifting,I started last year at 350lbs and have now got down to 198lbs I am still fairly fat in places but normal now nearly and thats one of my problems,My goals all along were a lot different to most of you guys I never wanted to be lean or athletic I just wanted to end up the typical big guy andhave no idea how to do it.

All I know at the minute is how to diet I was a totally out of shape slob and Ive been consistent with my lifting and have lost a lot of weight but it seems that with every pound I lose I go further away from what I want.

Currently my statsare 5'11" 198lbs36" waist 15 1/2" arms 45" chest no idea what my bodyfat is as I have a fair amount of loose skin that makes me look fatter than I think I am I swear when I prod myself I can feel abs and bones everywhere but just look a bit saggy(Ive been referred for a tummy tuck so Im waiting on that anyway).

Like I say I know nothing about lifting or gaining muscle and wondered is it possible to add some serious size in the right places without ballooning back up to my former self .I would like to have the huge arms and massive traps the classic weightlifter type look but without getting fat again I know thats what everybody wants I wouldnt mind looking like a lot of guys before pics I dont care about abs and being ripped I just want to be able to look huge but vaguely in shape a modest goal to a lot of folks.

Is it even possible to add inches to your arms and shoulders without turning blobby I read again and again but none of the posts I find are specific to what I want they are either obese blokes trying to drop a lot of weight,skinny kids trying to get big or current bodybuilders cutting down,I just want some advice on how to get some quality size while remaining roughly as fat as I am now a 36" waist is still quite fat but I started off with a 58" waist so its alright by me.I see loads of blokes with the type of physique I want and I dont know how they got there yes they are a bit chubby but they have like 18" arms and a massive chest that I dont.
