Why do oddsmakers leave the possibility of a push present when they create some lines?

because sometimes that half point will sway people from betting the game
i would of bet the osu/mich game but when you added that extra half pt i had to pass, that was a huge 1/2pt you added considering what the number was, if you add it on a 5 pt line it really wouldnt of affected opinion
when you add the 1/2 on key numbers (3, 7, 10, 14) it makes a big difference on if peeps will bet
