Seriously, you need to get down in BF, 15% is a good number I would say you are in the 30+ BF range right now. Running is not the preferred method of loosing fat. Read up on HIIT its less time consuming but more calorie consuming, so it allows you to loose fat quicker. Change you eating also, do some research on this site on the diet section.
Steroids at this point won't help, they don't burn fat, they build muscle so what you will have is a lot of muscle under a thick layer of fat which will look horrible.
