That's a great idea. Estimates vary, but US charities raised around $308B in 2008.
During that same year, Welfare/Unemployment/Other mandatory spending came in at $324B.
Just imagine what it could be if:
1) Less money were confiscated by the government from would-be givers.
2) We dumped the responsibility back on individuals to handle issues like these. Right now, a lot of Americans feel "they gave at the office" -- with the "office" being their 1040.
