My experience is that if you go to enough places, you'll find a doctor who will write you a prescription for what you want, if its not controlled (ie not for steroids)
I wanted to try some DDAVP once for "cognitive enhancement" and spent an afternoon going to various walk in clinics and eventually I got it. I imagine that if you tell a doctor you want to come off AS and want help by getting clomid or HCG that you would eventually find one willing.
