I haven't been told that, personally, but I tried to rationalize it out in my head and actually came up with some pretty good arguments for that.
1) Tendon/ligament strength: If you have been sedentary, your connective tissue is going to be as weak as your muscles. With juice, you'll be increasing your muscle at such a faster rate than you would naturally, that your connective tissue just won't be able to handle the stress, and the chance of injury is MUCH higher. The two years gives you a base to start from.
2) Early on, you make significant gains anyways=wasted cycles. The gains made when you start lifting are comparable roids (assuming there has been no training up to that point. When else can you add 50% to your bench in 6-8 weeks?) While this doesn't support the 2 year period, it does lend credence to the starting with a base. I'm assuming that that's the basis for their argument. I wouldn't say 2 years, but certainly 4-6 months would be optimal to getting the most from any usage you may do.
