Why? Originally, I thought it was a young girl slutty thing to wear, but I see more and more old people wear them nowadays. I've even seen one on a granny. I had to put ammonia in my eyes after that.
 
Although never having owned one myself, I'd say it's b/c they are hot and b/c they prevent the dreaded split-ass look when a girl is wearing tight jeans/pants.
 
I like being able to reach into a pair a of unbuttoned jeans and easily grab a handful of ass.
