Estrogenic fat is exactly the opposite of what you see in postmenopausal women. Estrogenic fat means fat that is almost impossible to lose as long as estrogen levels are high. Basically thighs. hips and butt fat in women. Abdominal fat is related more to insulin resistance or low estrogen levels.
It should be obvious then that you will struggle to lose thigh, hip and butt fat while taking estrogen based contraceptives. Even without contraceptives you will find it hard to lose this fat until either 1) your estrogen levels drop due to dieting to low BF levels or menopause, or 2) you find a way to block some of estrogen's actions in estrogen sensitive fat. This is the rational for using drugs such as yohimbine which has been shown to block estrogen's ability to stop fat loss. Estrogen probably does not cause the fat gain, but it stops you from losing it once you've got the fat.
If you are having probs with fat gain around your stomach, then you need to look hard at your diet and exercise program. This type of fat gain is not "normal" or "healthy" for women (or men), but can almost always be fixed with lifestyle changes.
