I have no idea where you are, but you can often get the flour you want other ways. How?
Look around for a food co-op in your area. They have food trucked in on a regular basis, and can often get almost anything. Food co-ops are owned by the customers, and are generally runas a non-profit organsization, so the prices should be good.
Talk to your local health food store. They can get almost anything you want, and they'll charge a fair price for bulk orders. And you won't pay shipping because their wholesaler considers running the truck to the store to be part of the cost of doing business.
Talk to a local baker. Amazingly enough, most small bakeries like home bakers. Our local baker used to say that he made the second best bread in town. The best was made in homes in the area by people who loved making bread and loved the people they made the bead for - in truth the commercial baker doesn't have the time to lavish on a loaf that we do. Anyway, commercial bakers are often more than willing to help you. Ask the baker if they can order flour for you. Quite often they can and will.
A lot of bakers buy the actual grain and grind it. Then you get into fresh and stale grain, bugs (possibly) etc.
I think King Arthur Flour sells online. Flour's expensive to ship, though--it's heavy. I like Red Mill which you can find in stores.
