There's a show on Discovery channel called More than Human where a guy did spins with a car like that. He did a 720 and brought the car to a stop between parked cars. He just had a feel for doing it.

The kid looked desperate to get away. Under the crush of officers he probably got the stuffing beat out of him ala Rodney King.
