MOSCOW, Russia (AP) -- Moscow could aim nuclear weapons at targets in Europe as part of "retaliatory steps" if Washington proceeds with building a missile defense system on the continent, Russian President Vladimir Putin said Monday.

Speaking to foreign reporters days before he travels to Germany for the annual summit with President Bush and the other Group of Eight leaders, Putin assailed the White House plan to place a radar system in the Czech Republic and interceptor missiles in neighboring Poland. Washington says the system is needed to counter a potential threat from Iran.

In an interview released Monday, Putin suggested that Russia may respond to the threat by aiming its nuclear weapons at Europe.

"If a part of the strategic nuclear potential of the United States appears in Europe and, in the opinion of our military specialists, will threaten us, then we will have to take appropriate steps in response. What kind of steps? We will have to have new targets in Europe," Putin said, according to a transcript released by the Kremlin. These could be targeted with "ballistic or cruise missiles or maybe a completely new system" he said.

On Monday, Iran's top security official called the U.S. plans for the missile defense shield a "joke," saying Tehran's missiles do not have the capability to reach Europe.

"Claims by U.S. officials that installing a missile defense system in Europe is aimed at confronting Iranian missiles and protecting Europe against Iran is the joke of the year," Ali Larijani told the state-run IRNA news agency.

"The range of Iran's missiles doesn't reach Europe at all," IRNA quoted Larijani as saying in Iran's first public reaction to the plans. Larijani is secretary of Iran's Supreme National Security Council, the country's top security decision-making body.

Iran is known to possess a medium-range ballistic missile called the Shahab-3 that has a range of at least 800 miles, capable of striking Israel. In 2005, Iranian officials said they had improved the range of the Shahab-3 to 1,200 miles.

Although Western experts believe Iran is developing the Shahab-4 missile -- thought to have a range between 1,200 and 1,900 miles, which would enable it to hit much of Europe -- Iran has not confirmed such reports.

Iran initially acknowledged in 1999 it was developing the Shahab-4, but claimed it would be used only as a space launch vehicle for commercial satellites.

Putin told reporters that he hoped U.S. officials would change their minds regarding the missile plan, warning that Moscow was preparing a tit-for-tat response.

"If this doesn't happen, then we disclaim responsibility for our retaliatory steps, because it is not we who are the initiators of the new arms race, which is undoubtedly brewing in Europe," he said.

"The strategic balance in the world is being upset and in order to restore this balance without creating an anti-missile defense on our territory we will be creating a system of countering that anti-missile system, which is what we are doing now," Putin said.

Last week, Russia tested a new ballistic missile capable of carrying multiple nuclear warheads and a new cruise missile. While Western analysts said the system has probably been under development for several years, Putin has described the test as part of Moscow's response to the U.S. anti-missile plan.

Putin also suggested that in the absence of a real threat from Iranian and North Korean missiles, the U.S. plan could be an attempt to spoil Russia's relations with Europe.

Relations between Moscow and Washington have soured in the past year. The two former Cold War foes are at odds over Washington's missile plans, over Russia's conflicts with former Soviet nations -- including Ukraine, Georgia and Estonia -- and over U.S. concerns of democratic backsliding in Russia.

While I tend to usually give two shits less what PinTACO has to say I actually think the Euro douche might have a point. While I am Red, White and Blue through and through I often question our countries foreign policy on defense. I do agree with the other American bros that most of Europe should kiss our ass for what we have done for them, however this might be taking it a bit too far. Bush is an ego driven lack luster leader that needs to spend more time looking into the problems in our own country. I am not even going to get into the LONG list of problems we have here. Too much politics for me.

strangely enough, and different to the vast majority of people here, I cannot bring myself to say "the entire US population are war-loving mongrels", cause I know it's not true bro. Simple as that. If anything, you could say "back when Bush was elected for the last time, max 50% of the voting population was backing him up" (and not all of them were war-supporters), but that would be too lenghty of an explanation.

Besides, my own brother is a US citizen, who lives there in AAP's backyard. He is also a Bush supporter and we had lengthy talks when I visited in April. We both respected our opinions and couldn't find a middle term, he still supports Bush and I still believes there has been hardly any good call in his foreign policy

I like the US, I only hold good memories of the time spent there (never actually lived, but spent a couple of months in one go once), but I can't simply come to terms with the current Administration.

We left Venezuela 7 years ago, leaving family, friends, my Country and my language behind, to come to this not-the-most-friendly of places because we wanted a safe/good place for our kids to grow and to live in peace. As things are in Venezuela, there is no going back (as of now) and seeing how efforts are made from your Administration to endanger what we have here it pisses me off no end. The self-claimed World Police role gets old really fast.
 
I'm actually mystified at putin on this one. He can't actually think that missile defense shield has anything to do with Russia does he? Does he watch television? Does he pay attention to world affairs? THat shield is to catch missiles coming up out of the middle east.......which really is somewhat of a reasonable precaution. Even though it might be a decade before anyone in the middle east can lob a nuke into the lower atmosphere, does Putin not realize that technology from his own country has now permeated into the 3rd world? In the old days, developing a nuke AND the tech to throw it somewhere took half a century.......but that tech is now out there and free, so R&D time is a fraction of what it used to be. I'm very much amused by Putin on this one, and I really like the guy.........Putin '08!!!

Ummmmm....how can you possibly say that about a president whose approval rating is as low as Bush's. Obviously, he does NOT represent the thinking of most of us. He is a cowboy run amock and abusing his veto powers every chance he gets. I hate the man. Our country would be better off if he AND the vice president got hit by a bus.

I am 100% behind the use setting this up them fucking Russian have bin plotting to attack the us for decades now and its no secret.Russia hates us and cant wait for there chance to attack us so I say fuck Russia right up the ass and any one on there side...

We should be more concerned about China and their growing power. There are far more people in China, with the ever increasing need for resources. Our attentions are focused accross the wrong pond. To hell with the Middle East (ahhh hell we can't do that because of our ties with Israel, and our precious oil that we choose to be dependent on through foreign suppliers). If we ever had to fight China there would almost certainly be bigger consequences as far as weapon useage.

Germany didn't forget the Treaty of Versailles and its bogus "war guilt clause" in 1918 either though. And they're still being villified. Communism has since caused the world plenty of grief. Don't forget, the Red Army was occupying Poland too. No one needs to be reminded of all the good communism had done for them for nearly half a century after the glorious victory either.
 
This is a really good thread.

I'm all for the missle system. Of course, I'm American, and that's one more buffer between them and us. I can see why it is taken as a threat, for that reason alone. Russia still wants to be a superpower.

If it's that horrible for Europe, then all the countries wouldn't be allowing it. They must feel threatened enough (by Iran) to let something that big happen.

Here, here on the China threat. They've never given up the superpower program started by Mao. They just go about it quietly but they are pulling strings all over Asia and sticking their fingers into Africa. Putin is a putz and we need strong defenses. We should not go looking for trouble but be prepared to destroy anyone who tries to bring trouble to us. I was in NYC on 9/11 just a little north of the towers. I had 3 of my team working there that never got out. Never again from anyone. We can't worry about being PC and all that sh*t, we need to be strong and willing to fight and die for our country and way of life but we also have to not meddle in the affairs of sovereign nations. If they ask for help then we should help and ally.

I was obviously referring to the surprise Putin gave the whole World (at least the part of it following those events) when he OFFERED part of his own Radar systems to help in building this so-called missile shield. The only caveat is that the radars are in Russia.

The RADARs that Putin offered up were 40 year old conventional scanning arrays. Hardly the technology necessary to track a ballistic object. A red herring so that people would whine about Bush ignoring him.

the failure at moscow had more to do with supply and logisitics and the horrible weather

rommel's shindig in north africa only involved a corps(about 3 divisions)

and the troops stationed in static defense in france et.al. really were quite small in number
germany used france to refit and rest frontline divisions and as a bonus they always had some crack troops in france in case anything funny happened (ala dieppe)

as far as the issue under discussions
these missles are defensive
designed to take down medium range missiles likely armed with a nuke warhead
and to protect europe and the middle east

Putin's doing some saber rattling
