I do this sort of thing all the time. If she is an aquaintance just come out and tell her. Say it in a joking way and be sure it fit's into the conversation. You will be able to tell if she is interested or not. If she is not someone you know, you need to get her number and ask her out. Text with her alot and feel her out and you can tell what she's into. You should easily be able to get to the point while txting and/or take her out and get her drunk and talk to her about it. It's actually very easy to do and it works more often that not.
