Wrong bro, that only holds true with Slin. (that's based just on what I've read about Slin, and presuming that it's manufactured using the standards I've red about. I have no personal experience with it, so I can't provide info about it which I could trust to be 100% accurate. Bottom line, it's lethal, so learn everything you can about it if you decide to use it.)
I.U. is a unit that measures effect of a drug/vitamin, so there is no universal conversion method that could turn IU into ML/CC, which measure volume.
IE. 1 ML of solution can hold 10 IUs, or it can hold 10000 IUs of compound X, it depends on how it's made (which in case of HGH/HCG is usually up to the user himself). Of course there are also readily made solutions available, but they tend to have their drawbacks, especially with HGH.
Another example: 1 IU of HGH weights 333 MCG, which is measurement of weight. This is the defenition for IU of pharmaceutical HGH, but doesn't hold true with any other drug/vitamin/chemical/compound (that I can think of at least atm).
