Welcome NCgirl! Your size and proportions are very nice. To get more lean and more defined, you need to concentrate on adding muscle, not losing weight. If there's no muscle, there's nothing to define. (Keep reading - I'm NOT talking about "bulking up"!) Muscle is DENSER than fat, meaning the same weight of muscle takes up about 2/3 as much space as fat.
That means you can actually gain muscle weight, but your measurements will be SMALLER. I've gained 10 lbs but dropped 2 pant sizes. 20 years ago I was an 80 lb anorexic, and I was still pear-shaped, so dropping pounds isn't always the answer. It's with muscle that we really can change the shape and proportions of our bodies. So don't be afraid to hit the wieghts hard and heavy - even legs! Because muscle is metabolically active, it requires extra calories even at rest, so once you've got that muscle on your body, it helps you stay lean.
