You can buy some resistance apparatus to help with diaphragm strength on amazon. Check them out.

I am not sure, these things are good. This is not a hyperbaric chamber. Diving with a tube never did an endurance racing athlete, the tube is a restriction. Perhaps, a simple heavy cardio training can help much more. High altitude training is good for only three to four week.
