I like #1 but this could open a new world of trouble and would probably lead to them being banned very quickly again....It would be like alcohol, someone underage would ask someone older to buy them or just get a fake ID and buy them....Then they will be abused, not taken with proper cycle supports and just get banned once again....People who spend the time to get most steriods today do at least some research on them before they place an order and are doing it safely if not at least some what safely....Could you imagine some of the retail stores right now selling this stuff over the counter....Oh yeah, just shoot it up and you will get huge....Its just terrifying........
Option #2 in the end, would make steriods cost a lot more money with doctor fee's and all but thats what happens with something becomes legal in a controlled environment....People would be better educated and people in the end would realize if taken the right precautions, they arent as bad as everyone makes them out to be....I would still keep the 21+ rule in effect for sure though.
So either option #2 or option #1 if every store that sells it is required to have proper training on taking them and kind of like a ASE Certification in cars, the store will require to have a certificate posted stating who is properly trained in the store to give the correct information in taking steriods.
