It's not really legal in Thailand or China, it's just decriminalized which means the police will just look the other way when the little pharmacies here sell smaller amounts over the counter; technically yours supposed to have a prescription; you might notice that in a country like Thailand the pharmacy clerk tries to be as discrete as possible when he sells you gear, especially when you buy in larger amounts.. it's similar to the dutch cannibus policy..

I know for sure they are legal here in China and in Thialand. There's gotta be more,but that's where get my shit.
