misread your question as is "only fat being burned"....
and yes, you can lose fat when your cals are above maintainance both on and off cycle. It is a matter of calorie utilization (temporary deficits, through cardio and training). Meal timing and macro profiles being quite important. Supplements can help, particularly those that modulate fat and carbohydrate metabolism.
Yes on AAS this balancing act is easier.
note- fat losses will be not nearly be as significant as with calorie deficit and obviously its easy to go the other way and lose little fat or even gain fat.
