There are a few studies that have shown efficacy for topical IGF-1 on subcutaneous wound healing via hydrogel dressing, so a transdermal product could potentially work. The delivery system would have to be very good though. Even then I think IGF-1 would tend to exert it's effect more locally than systemically.
