It is possible but VERY VERY difficult and for good reason. They closed that loophole after too many recent law/med school grads filed for bankruptcy.

You can save up shitloads of money all your life -- one medical problem w/o insurance -- and voila -- there go all your savings. You're now officially broke or homeless.

Which is why if i ever go in for an emergency and for some reason i don't have medical ins. -- i'm an "illegal" w/o a SSN as far as they're concerned.
