How to clothe Vials( with a special Locking pliers ?!?)

sorry for my bad english....

I am looking for a special instrument to cloth my vials , i don t know the right word for this in english , but here is a pic of this what i am looking for.
In germany it is very expansiv, nearly 200€. maybe anybody know a place where i can by this a bit cheaper.
