How do you remedy losing weight but not fat?

I've lost my mind and need a little advice.

A month ago I started the Anabolic Diet for powerlifters. I'm 258 now.
Basically stay under 30 grams of carbs per day with protein at about 30% and fat at about 60% of calories. 5 days low carb, 2 days carb up.
So I eat about 4000 calories per day, 300-400 grams of protein and 280-380 a day of fat. I lost about 10-13 lbs this month, but I have not lost any bodyfat percentage at all. I'm exactly the same as I was on day one bodyfat % wise.

I hit the gym twice in the last two weeks because of a ton of overtime. So I'm not over exercising. Where am I going wrong? Why am I not losing bodyfat and burning up my muscle.
 
Have you tried some low impact cardio on an empty stomach?(45min. at 65-75% heart rate) That is the most popular fat loss idea going around for big guys. I'm one. It's working for me, slow but efficient...

No time for cardio. I've been working crazy hours and it's very difficult to even get to the gym.
