what state is this? It has something to do with the military... but is this somewhere in the U.S. ... or Europe??... sorry if this sounds dumb

no state, the address signifies that the mail is being sent to military personnel overseas(not necessarily Europe). I assume its then transferred to some main facility in the states, sorted, then delivered to the appropriate location via military carrier.

yes, domestic postage rates apply to APO (army post office) and FPO (fleet post office) addresses.
