The other thing, my graphic card was top of the line 2 years ago, it's directx9 compliant (Radeon 9700 Pro).
Compared to today's card, it's already mid-level, saved only by the fact that it Supports DirectX 9.
The basics specs are:

MPEG2 HW encoding/decoding
This works perfect... according to the so called Windows Experience Index, my card is a 5... my processor is the bottle neck, with 3.2
This index is actually a good idea, since it lets you know what exactly you need to upgrade to get the most bang for the buck
