I'm not sure if the Marine Corps base is in San Mateo or San Diego... there are two Miramars in California. These are directions from the one in San Diego.

Although it says Stadium Tavern is on Harbor... it is actuall right around the corner on Wilshire Blvd... so get to the corner of Harbor and Wilshire and park.

I think you would save a lot of miles just heading west from Miramar Rd towards La Jolla and grabbing the 5 up. Cause the 15 goes NE and the 78 is straight back to west again. That way is costing you like 32 miles and you aren't getting any further north than the beginning of Oceanside.
