Does oral sex "count"?

When you are asked the question of how many people you've had sex with, do you include someone if you've only had oral sex with them and not intercourse?

Uhm Well I would count just the people I have had sex with. Oral sex may be called Oral sex but in my opinion it is on a totally different level.
