and the CIA would keep it going too, even if they proved internally that its old, just to keep that budget full of green.

To keep the fighters fighting, a dead Osama would be a blow to his power, as he is seen as almost a divine leader, so continuing the myth would be sensible, and his top dudes would ensure they stayed in power through continuing the myth.
