There was one isolated study done in Canada of this being the case, but it's not been repeated since. Generally you cannot spot-reduce fat from the body in the way you mentioned above. To get lean, eat clean with your numbers in check, listen to what your body tells you and adjust your diet as you go. Don't eliminate all carbohydrates, as you'll lose water, some fat and a whole lot of muscle. Hope you get what you want.

In a nutshell, you can really only lower your bodyfat percentage. You can gain more muscle in a certain area through weight training and it may make you appear more lean, but as for reducing bodyfat in a single area it's not really possible outside of lipo. Hope this was of some help to you
If you eat right and do cardio and train hard you will lose bodyfat. A way to spot reduce fat I have heard is to inject helios in that area, but I wouldn't go injecting that anywhere other than your abdominal area.
