All the talk of vet items being legal and such is fine for board conversation and as far as I know correct, but it is missing the point, a point being from Russia you probably understand. In a country governed and policed by a system racked by corruption, legal and illegal is often determined by the individual "civil servant" LOL you are dealing with.
