lol - that's a perl script. You point it at a font and you can then output it over an image with rotation (part of the Image Magick package) and other effects.

In this case, they just chose a handwriting type font.

Right, another conspiracy theory. One that takes perl and "image magick" and other IT bs knowledge to understand...whoever called you a harmless troll was only half right.
