In any event, of all the US law enforcement agencies, the US State Department Special Agents endeavor to work entensively with foreign agencies such as Uzbekistan's NSS, Pakistans FIA Federal Investigative Agency and the ISS (Inter Services Intelligence). Remember, US federal agents are nothing more than guests in foreign countries and have no authority or power to go kicking down doors or making arrests without local police cooperating.
Through this cooperation the DSS (State Department's law enforcement arm), arrested Ramzi Yousef at the Su Casa guesthouse in Islamabad (the first WTC bomber in 1993), and saved thousands of lives by interdicting his plan to blow-up numerous US airliners on the same day while simulataneously assassinating then-President Clinton and Pope John Paul II.
Among other things, these days the DSS is concerned with the whereabouts of a prick by the name of bin Laden and protecting the US Embassy in Liberia as a civil war rages-on. Their mission is almost entirely counter-terrorsim and they don't give a shit if you're ordering a personal use supply of gear from Islamabad, unless it somehow ties into forged passports/visas and/or a terrorist plot.
