Advice on dieting, cardio and trying to GAIN muscle - Please critique me

Whats up. I need some advice about trying to lose some weight in my stomach area, but I also want to lift and gain some muscle. Im 5 11" around 195 pounds. I used to lift a lot in high school and was in good shape but 4 years of college I slacked off, drank and ate like shit, well now Im at the point where I want to lose my stomach and start lifting again. Ive been trying to eat better, not much carbs, just meats , eggs, healthier food, not a hardcore no carb diet. I do about 45 minutes of hi intensity cardio 5 days a week on the elliptical machine, then go work out certian body parts lifting heavy weights at lower reps. Im not seeing any big results or weight loss yet. Basically my goals are by next summer to at least be thinner, lower body fat percentage, not looking for the 6 pack but at least to get rid of the rolls and love handles.. I want to gain muscle and this is where im stuck, should I be lifting heavy weights with low reps or do the opposite? Im just trying to eat better and do a lot of cardio to burn the calories, but can I still gain muscle while losing the weight? Or should I lose the weight then down the road start lifting heavy again? Please give me some advice or post some of your workouts and eating habits that have worked. Im not looking to do a crash diet since winter is coming anyway, I just want to lose about 25-30 pounds by next march and gain muscle. Thanks a lot!!!!!!
 
Lower the intensity on cardio and drop down to 30-40 mins. For the lifting go with a more bodybuilding oriented routine, training each body part once per week(no more than 15 sets for a complete workout), and stick with 6-10 controlled reps per set. Make sure your taking in a lot of protein and drop your carbs a little, maybe even add in some ALA.
 
Make sure you do your cardio after your weights, if you dio them on the same day, or you wont have the energy to lift hard.
