No the +2.5 means that Illinois is getting the extra 2.5 points.

That means that Illinois had to loose by more than 2.5 for you to lose.

+2.5 means they are getting 2.5 extra points

-2.5 means they have to win by more than 2.5 to win.

When it says Illinios +2.5 you add 2.5 points to Illinois real score. So Illinois lost 62-60 in real life but when you add the 2.5 that gambling line Illinios wins 62.5-62.
